1.To diversify voting channels, given the low voter turnout in many remote areas, I will develop an online voting platform to increase public participation.
2.Resolve sectarian conflicts, abolish the Dorje Shugden ban, facilitate the 17th Karmapa’s return to India, and ensure the representation of the Jonang and Tibetan-Hui in the Tibetan Parliament-in-Exile.
3.Strengthen the inheritance of Tibetan culture, hold regular cultural promotion and seminar activities, and vigorously promote the Middle Way and the Four Missions proposed by the Dalai Lama to the international community to enhance Tibetans’ sense of identity. Strengthen cooperation with countries such as the US and India to gain more support.
4.Resume the peaceful dialogue between Tibet and China and conduct all activities in strict accordance with the laws and regulations of the Indian government. If the Indian government agrees, I will resume the peaceful dialogue between Tibet and China within three months and strive to bring the Dalai Lama back to Lhasa within my five-year term.
5.Promote self-reliance, conduct various vocational training programs, strengthen cooperation with Indian enterprises and NGOs, and promote economic development.
6.Reform the Tibetan Parliament-in-Exile to provide opportunities for Tibetan youth and limit the age of members to between 30 and 50, thereby promoting a younger legislature.
7.By establishing a committee to oversee the allocation and use of aid funds from countries such as the US and India, the transparency and accountability of the institution will be strengthened, ensuring that the funds benefit every Tibetan.
8.Addressing socioeconomic disparities, prioritizing resource allocation for disadvantaged Tibetan settlements, and increasing pensions and medical insurance.
9.Strengthening relations between India and Tibetans. Since 1959, the Indian government has been the largest provider of aid to exiled Tibetans, and we must comply with all the rules and regulations of the Indian government.
10.Regarding the issue of the Dalai Lama’s reincarnation, we actively seek the opinions of Buddhist groups in countries such as India and the US, and will never allow the Chinese government to interfere.
